fix(blocks): give the Polar Stretch palette row its own widget id

The Actions catalog's id fallback assigned authoring-tool-flip-action
to both Polar Stretch and Flip, so id lookups resolved the disabled
Polar Stretch row and Flip clicks never dispatched.
