Follow-ups to #1814

- `SelectObjectsCommand::with_settings` exists once: #1811 and #1814
  each added one; PDFSHXTEXT now passes its settings step as the
  callback #1811's takes.
- The `pdf-shx` locale group in every language (English until
  translated), so the catalog test passes.
- MCP tool schema digest for the `pdf_shx_settings` action.
