chore: pin opencadcodec a35f43e (R13/R14 layers plottable)

Brings in bounded object storage on DWG import (#62) and R13/R14 LAYER
records reading as plottable. Pins opencadcodec a35f43e, opencadkernel
ee41029, opencadgraph 8b8c7f3.
