ci: scan dependency advisories nightly and update XML parser (#605)

A scheduled/manual CI job scans locked dependencies for advisories, bans and unknown sources with cargo-deny 0.20.2 (never on pull requests, contents: read, no secrets). The first scan flagged quick-xml 0.38.4 (RUSTSEC-2026-0194/0195), so the workspace moves to quick-xml 0.41. Fixes #468.

dependencies are fine. Note which one you're adding and why in the PR, and run
`cargo xtask licences` so THIRD-PARTY-LICENSES.txt lists it (CI checks that it is current).
Nightly/manual CI also scans advisories, bans and sources with cargo-deny; see
[the local command and coverage limits](docs/book/src/dev/testing.md#dependency-advisories).

`cargo xtask assets` enforces this.
