CI: run all four test shards on the trusted self-hosted runners (#2220)

Browse Source 
The trusted runs' test archive is still built on GitHub's ubuntu-24.04
runners; minisforum's newer glibc runs it unchanged, so shards 3-4 can join
1-2 on the self-hosted runners.
