Subject: [PATCH] CI: run the list checks inside CI's repository-checks job on
 PRs (#2292)

Lists and Packaging lint each took their own runner slot on every PR push. The list checks now run
in the existing checks job; Lists stays on main. Packaging lint skips PRs that only touch icons.
