fix(mcp): user_select and getpoint descriptions sit on the variant, not in properties

The two variants put their description string inside `properties`,
where every value must be a schema, so strict clients (Claude Code, and
by the look of discussion #1541 Codex too) rejected ocs_execute and only
the read tools loaded. The whole tools/list schema now walks clean.

Fixes #1555
