fix(plot): EXPORTPDF proposes PDF after EXPORTSVG; SVG strings in every locale

EXPORTSVG left the plot dialog's SVG device on, so a later EXPORTPDF still
offered a .svg file. The SVG save dialog and plot button texts had no
catalog entries.
