ci: test the crates a change affects since the last green run; heavy and oracle only when it reaches them
A plan job picks the base (the newest develop commit whose push run passed and that HEAD contains; a pull request's merge base; none for nightly and manual runs, which run everything) and runs cargo xtask affected. The ci job runs `cargo xtask ci --affected BASE`; heavy and oracle run only when the change reaches the solvers, the oracle or everything. Cancelling superseded push runs stays: the tip's run covers everything since the last green one.
