the view preference and inspect.silhouette, so fr.json covers en.json again
(1518/1518).

fr.json covers the messages main added since #1224 (render workspace, design properties, display quality, surface untrim, joint drive stops, Save as Mesh), with the same terminology conventions.
Adds a French catalog as a partial locale (missing strings fall back to English, like Russian), registered in the language list, with tests and attribution.
